Dear Mr. Secretary,
I refer to the matter to which you allude in your note of this morning. It is a very simple one: I received instructions some time ago to show certain documents to the members of Council. Owing to the nature of the documents in question, I interpreted this to mean that I might show them to any member who asked for information on the subject.
Only one member came here and asked for information, and I showed him the documents in accordance with my instructions. These instructions specially included a note that I was authorized to show and explain the papers to him.
On the other subject I should be glad if you could call on me...
